Authentic Viet Nam era folk art, courtesy of one GLS. I was told by a Vietnam veteran that the plane is a Navy P2V Neptune Anti-Submarine aircraft, and that the stylized object below the plane is a torpedo. In the lower right corner of the painting is either a snorkel or a periscope with the wake trailing behind it. Very interesting artistic style, and a nice piece of Viet Nam era history.
